
Jazmine was raised and born to Philadelphia, Pennsylvania. Her mother Pam is a former vocalist for the backup band of Philadelphia International Records. In the age of five, her father was appointed as City's Historic Strawberry Mansion curator. The family then moved to the historic mansion. The 2005 graduate of the Philadelphia High School for the Creative and Performing Arts in which she was the vocal music instructor. Sullivan was a contralto for the choir for children and later, a few more years later, she performed in the adult choir. Sullivan experienced only a small amount of secular music. She recalls when she was just 11 years old when a person was requesting her to sing for solos in church. However, she was not quite ready to go. "Then when McDonald's offered a competition to students in big cities, I got a chance to sing 'Accept Whatever God Allows' on It's Showtime at the Apollo and the audience responded really well". At the age 13 she sang along with Stevie Wonder for his grandson's birthday. Sullivan was signed initially to Jive Records at the age fifteen. Sullivan was initially signed by Jive Records when she was 15. The singer-songwriter produced an entire album, but the album never saw release. Sullivan was eventually dropped from the label. Missy Elliott was her producer for a few tracks on the album she released as her first. One of them was "Backstabbers" was a viral track recorded by Timbaland which was composed by Elliott.
